Most men can't help but behave like disgusting pigs around women. They forgot the "it's rude to stare" rule and think eye-fucking is something other than absolutely disgusting and disrespectful.

I'd tell his girlfriend he was oogling you and call him out in front of her. She deserves to know about his behaviour so she can establish her boundaries with him.
