Does my neighbour fancy me?

I think he's about 43. I am 23 and live a few doors down. He has a partner and is a stepfather/father to some children.

Every time we're both outside I always see him looking at me. One time as I walked down the road I turned back and he was staring at me. He is very friendly and says hello to me or waves at me.

The other day I was walking down the street wearing a nice summer dress, I'd made an effort with my appearance as I was going out with friends. I happened to look across the road and he was on the other side holding hands with his partner... and staring at me
