His ego was wounded because of the rejection. I’ve had guys do that too where they’re doing blatantly flirtatious or suggestive things like touching too much or flirting too hard, then when you call them out you get gaslit because they’re embarrassed. It’s so childish and annoying but I’m glad you stood up for yourself. I think you should wait to go to HR unless he keeps doing the same thing. Before, you were trying to relay discomfort but not actually vocalizing it, and if he sucks at ready body language then he may have thought you didn’t mind. So now he knows, and has the opportunity to chill out. If he doesn’t then yeah, report it.
It's a very dumb move by him, I used to work in a fairly cramped office environment and a Dunkin Donuts where there is fairly little personal space and even then I barely managed to touch anyone. You should immediately report this to HR, such an inconsiderate response demands their attention so they can make it clear to him that he needs to pay attention.
