So this guy and me are seeing each other and I love teasing him and turning him on.. we were in his car and started touching him and put my hands under his shirt and just stare at him, he was then like “you hypnotise me.” Before that he was a bit annoyed on how the night ended as we argued.

It sounds like he means you have power over him and if it was stated it please after you touched him, I would argue that context means he says because of the power over him. That being the case, I’m not so sure that there’s a relationship per se, but he’s complementing you on how good you are at what you do.
