Guy said he's in weird place right now?

So I had a casual thing going on with a guy and could feel him pulling away. I texted him a couple times with no response and realized I was being ghosted so I let him be, I gave in and reached out once more a couple days later. I expressed that I wish he would've communicated with me that he just wasn't interested anymore rather than ghosting, and I wished him well. He replied shortly after. It had been almost two weeks of him ignoring me. He apologized for his behavior and said he's in a weird place right now. I replied back and told him I appreciate his response and once again wished him well. Why couldn't he just tell me straight up that he's not interested instead of the "weird place" reply? I've been thinking about him a lot but know that I shouldn't reach out again, at the very least not this soon, is it silly of me to think there's a chance we can reconnect?

A detail I should add: I removed him from my socials and deleted his number a while ago.
So I followed him on ig again and reached out. We had a friendly conversation and I asked him out for coffee next week. He responded with “Yeah I think i’ll have some time”. I then gave him a day that we could meet up and left the time up to him. He left me on read. I should just let this go shouldn’t I? He also still hasn’t followed me back, does that mean anything or am I just overthinking?

It was very clear that you assumed he wasn't interested in you, you told him, and stayed opened for a clarification. So he definitely knows what your doubts were, but instead of confirming/denying he isn't interested, he gave you this vague reply "I'm in a weird place", which just means nothing and just makes you stay on hold, overthinking.
What I think is: he is not interested in you anymore, because he found someone else to crush over, or an ex, or something of this sort that can justify a sudden shift of attention (if he was really in danger, a difficult moment, or something weird happened, in front of your "ultimatum" he would have definitely described what is going on). But, instead, he chosen the coward and comfy option: he cared to keep you hanging there, in case he changes his mind or things go wrong with this other person, so you are potentially his second choice right now (and you should never stay there being available as the second choice... Of your first choice).
Given he didn't respect you with a proper closure, but gave you an ugly option instead, I think you shouldn't stay there waiting for a chance with him.
And the fact you had a casual relationship with him while you're waiting for a chance for "more", means that he never wanted to commit from the beginning.
I can say, in my early 20s I would have never thought about "responsibility" as a priority, in guys. Now it's either the first, or the second most important thing I check. From responsibility you get good communication and respect, from respect you get trust, which is the foundation of a working relationship.
For sure you might reconnect in the future, most likely he will contact you when his first choices are vanished or when you will move on and he will understand the backup plan is flying away, but is he really a good pick? Maybe not...

Well, you don't know what "weird place" means unless he explained it to you and you left it out of the details. That could mean any number of things. Perhaps some family tragedy or something happened and he was in what he calls a "weird place" because of it. It also could we work or school related.

You never know what is going on in someone's life that has them distracted and their mind somewhere else. Was it right for him to not communicate that to you? No, it wasn't. Communication is so key at any point in a relationship.

He should have told you he needed to step back and sort things out. Now, it does sound like he is genuinely sorry that he didn't handle the situation better. It is up to you as to whether you think it is worth reaching out again or not.

Maybe he truly was having a rough day/week and needed to decompress. Doesn't mean he couldn't handle it better but perhaps he learned from his mistake.
