Can someone help me figure this out?

So there is this guy in highschool who keeps staring at me all the time (this has been going on for a YEAR) and i dont know why.

Once i heard him say "this is the girl who stares at me" but I don't know if he said that meaning me.
(I dont stare at him, only just when i notice him looking through my soul)

Tbh sometimes he stares all day long and the other day he doesn't even notice me its like an endless cycle.
Sometimes his friends who are girls (girls go this school mostly) stare at me too.
My friends said that sometimes he even checks me out.
Once he came into my classroom with his friends and his friends asked if someone wants to be his girlfriend 😭
But then why does he act like i dont exist then the next day he keeps staring? Why won't he make a move if he likes me?
I don't know what the hell he wants or whats going on so can someone tell me? If i can answer any question that would help you figure it out then feel free to ask.

Maybe he finds you beautiful and can't find out the courage to talk to you, or maybe his soul finds peace by looking at you, I'm probably romanticizing this too much but no one can read minds and if it eats at you, I think the best solution would be to just get him one time when he's alone and simply ask him about it, communication is the key you know.
