Seems like the sensible choice would be to just clean wipe the thing (as you said you have no important data) unless you want to pay to keep your stuff - even then there's no guarantees. The problem is that the error code in question relates to the boot package - so the very first thing Windows tries to do is broken. Imagine your daily routine. Getting out of your room for a shower,/coffee/anything would in this analogy be the first thing. The boot package being missing would be your door being replaced by a brick wall, the package being corrupted would be your door being stuck. Sure, someone can replace the door or repair it, but that isn't always possible. If it isn't, then we gotta nuke the whole neighbourhood and rebuild it (reinstalling windows).

As you don't not use it much and are unfamiliar with this, you likely still have a recovery partition.
Here is a link to an easy tutorial on what to do.

If you don't have data you need to save it will be much simpler
1. Go to microsoft. com/software-download/windows10
2. Download media creation tool (download tool now button)
3. Plug in the usb drive (make sure nothing important is there- it will be deleted) and open the downloaded file
4. Accept the license agreement (you have no other choice if you wanna use windows)
5. Check create installation media and click next
6. Select your language, leave the other fields as they are and click next
7. Check usb flash drive, click next
8. Select your usb drive and click next
9. Now wait for download and unpack on the usb- it can few hours depending in your internet speed
10. When it's done put the usb drive into the broken pc and press power button
It should now show you some recovery options
When you get there send me screenshot and I will tell you how to continue
If that's a dell you might as well buy a new laptop
And if it's a Toshiba you might as well use it as a doorstop.
First step is to boot in safe mode, too many reason for it to do tgat but certainly fixable on your own if your willing to spend a few hours doing so
This seems like it can't even boot into safe mode (I once had my bootloader corrupted on my old PC because Windows decided it didn't want me to dual boot. Was a PITA to resolve, because I didn't want to lose my data.), just saying.

Just open the recovery menu and use factory reset. You get to keep your documents too.
At the bottom left corner there is a Windows button you should be able to hold it down and then hit f-2, and that should reboot it
Restart and hold down the F7 should take you to the systems page. Then rest using last backup
Check your hard drive its probably lose.. check a IT tech
