Why would my boyfriend watch at me in public?

I noticed whenever I’m with my boyfriend in public or in a group setting with people and I move away from him, I can feel his eyes on me. When I’m talking to another guy, he stands close to me but won’t say anything and be reading something on his phone. He looks at his phone in a group setting too but is really observing my behavior.

Why wouldn't you just include him in the conversation? It's probably just a awkward situation and he doesn't know how to react.
