Why does this guy watch my every move and constantly stare?

At first I thought it was because he's shy and interested in me. So I started talking to him and he seemed happy to talk to me. I'm older than him so I asked him if the age difference bothers him. He told me it did but he didn't seem sure in his response. Why does he still stare at me? If he's not interested wouldn't he act distant and not really want to talk to me. Is he at least attracted to me?
