There's this super cute guy I always pass on my way to a certain class, I'm in college. The days I have seen him, he's made very direct eye contact with me and given me a sort of side-eye look/ looked at me out of the corner of his eyes

The last time I saw him in passing, we locked eyes & he directly smiled at me (closed mouth). It seemed like he was happy to see me and then smiled even a little bit bigger because of it. I smiled back really quick after I realized what happened.

Thoughts on why a guy did this? I would love to meet him, he's super cute, but im not sure how to make that happen

If he isn’t just someone who does that to everyone (just being polite), then I would say he finds you cute and attractive. As to why he may not have approached you yet, that could be for various reasons, which could be that he’s the shy type or just doesn’t fancy approaching people.
If you’re not waiting for him to approach you first (which of course would be nice) you could always approach him and say something nice. You could also do that when next you pass each, even if it’s just a quick “hey” with a smile or a little compliment. If that were me, I’d like that a lot.
