Guy's Behavior

He didn't respond to being asked out. Is he not interested?

I asked out a friend via text and he didn't give me a yes or no. When I tried to bring it up irl he kind of interrupted me in the middle of the sentence by talking about something else and laughing. Before that he had suggested to hang out but didn't make any plans so my text was like a follow up. He still flirts and talks to me sometimes and it's getting annoying. I've noticed he likes pissing me off in general by being a bit mean and lying that he'd show up somewhere and then he didn't, or lying that he wouldn't show up and then he did. What the heck is this? Maybe he's just a jerk who bullies women for entertainment. Should I move on? If he was really interested I think he would've said yes immediately. I don't know if he's nervous (because he often laughs at me even if I don't say anything funny) or if he's been leading me on. Why can't some guys just communicate?
