Why do men stare longer than 5 seconds and don't even look away when they've been caught?

I just don't get why they stare so long.


I get that all the time, lately. When I have the feeling someone looks at me, I turn around and see them watching and I quickly look away as if I didn't see them at all.. haha I'm awkward like that.
I'm not the flirting type because I'm shy and I'm not looking to do so.
Sometimes a friend or sibling, sees that some men stare.

I have also big boobs but I cover them up all the time so no cleavage at all. So I think that would be the only interesting part about me..
