We both have toddlers. He wanted me to go with him and his toddler to the park with my toddler while his wife is at work and his teen was at home. I think he wanted to pursue me, he has a lot of time on his hands and unemployed. I never went cause I think he wanted to mess with me.

No offense but why would you jump all the way to him wanting you to be his mistress just because he invited you and your kid to the park? If there have been moments of flirting, suggestive talk or whatever then maybe, but you are neighbors, you both have toddlers, and he’s married. It’s normal for people to set play dates so their kid can socialize and make new friends, especially in such close proximity to them.
