Why does he DM me from time to time but doesn't want to hang out?

Help a girl out please. Last week I met this guy on tinder and after talking for a while, he said he likes my vibe and asked to move to instagram. We continued talking and he'd send me random, funny pics (mostly selfies) and vids. Since I'm the type to match my convo partner's energy, I would send him pics back. We also exchanged voice notes. It went on for days and he would usually start the convo again if I didn't reply. I eventually told him along the lines of "I think you're fun and cool. It'd be nice if we can hang out sometime" and he only liked the text. The next day he told me he'll be having three day offs from work and when I asked him if he has any plans, he said he needs to do something first "and then maybe we can hang out". the "maybe" got me like? but I told him "okay. you know where to find me so just hmu when you're free" then we continued talking for a while and he eventually asked if I have any plans on Saturday and I told him my free hours and again, he only liked the message, and then nothing. We talked briefly on Saturday, then he left me on read, and nothing until now (it's Tuesday). Earlier he liked my story but he hasn't texted me. Does this mean he's just not interested in me?
