Yes. Even I have regretted actions later on in my life. Especially those that were rude or inconsiderate but in the moment felt good in some way. I don’t think that makes him a bad person. But rather him gaining some inner wisdom that he didn’t have. Or even that he is coming to his senses in a way. It doesn't mean he is necessarily attracted to you again. But its part of human nature to have morality. And anybody can feel regret.

They CAN. That doesn't mean they always WILL. There's a large range of morals and values going on today, and someone with poor morals and values won't care about the hurt and pain they caused others, while someone with good morals and values will regret causing others pain.

There are lots of each type in the world today.
