My ex boyfriend from a couple of years ago texted me. He said he was wondering how I was and that he was single. He wanted to meet up. I agreed to see him. We went out, spent a couple of weeks talking and hanging out.
After that I asked him what we're doing. He said that he is not looking for a relationship and he understands if that means I don't want to talk to him anymore. He said he can be my friend and that is all.
I said I don't think I can be his friend because I am attracted to him. We never spoke after this.
Did I do something wrong? Did I scare him off?

Nope.
You didn't tell us who dumped who, but, if he dumped you and you want him back, then that is likely to happen if you just don't focus on the semantics about what you two are ("couple", "ex-couple", "friends", etc.) and just let Nature take its course, then what should happen will happen.
I dumped him two years ago.
So, are you considering getting back together?
If not, then your question is essentially moot.
If so, then don't worry about it - like I said, stop worrying about labels and let Nature take its course.
