Playing with my feelings? Will he ever approach me?

this guy and i never talked; complete strangers. i think he knows i like him (me trying to be subtle backfired) and i somehow feel he likes me back? but he's hot and cold, on and off. no physical touch before but he usually tries to be in close proximity and close the distance between us, face me, steal glances, make loud movements and noises to get my attention (because when he does that, he'd look at me as he knows i'd look), he watches when i talk to other guys, and he's just... there in my sight. he told his friends about me too, and sometimes they'd look at me to see if i'm looking at him and when they catch me, they smile to themselves and sometimes tell him. i'm naturally quiet and a little shy but i took the courage to give him a few smiles, and talk (but this was work purpose, nothing personal) but whenever our eyes meet, he never smiles, his response is just 1 word, and he keeps a straight face. so i keep battling in my head about him not liking me but most of his actions say otherwise. is he playing with my feelings? will he ever approach me? should i just move on...

He's likely trying to be professional and not get in trouble with HR.

Besides you are over analysing this.

Ultimately you are still strangers and neither of you has expressed romantical/sexual interest towards the other.

You don't even know if he has a girlfriend or if he is gay.

How can he 'play with your feelings' when you've never even talked to the guy? I mean really? What is stopping you from approaching him? Stop doing nothing and expecting everything to just fall into your lap.

Well if for him, 2 months. For me, 3, because i liked him first and 1 whole month he never knew until the 2nd month he seemed to notice and start his thing.
