So a friend was feeling a bit blue and I offered him to go out for a movie or something. He said thanks but he’s not upto it. Does this mean he doesn’t feel like going or not going with me?

If we are not into it or feeling good then we do not care who asks us. We're not spending the money. I doubt it was nothing personal. I would have rather had you come over to the house, share space, and have a beer etc...

I mean if it was a girlfriend who is "trying to heal us" THEN obligated.

If he says he’s not up for it, he just isn’t in general. To me it’s not him saying that he does wanna go but because it’s you who invited him he doesn’t want to. You already know he’s feeling down, so you can’t be surprised he doesn’t wanna go.
