Does this mean he doesn’t want a relationship with me or does it mean that he’s just not ready?

A guy and I have been talking for about over a month. We talk all day/night.

About a week ago, I asked him for clarity to see where we stand. He told me that he likes talking to me and that’s why he does it all day. And he asked me my opinion and what I thought about “this”

I told him that hopefully maybe in the future there could be a possibility. The next few days, I felt him being a bit off by the way he texted. I asked if everything was alright, he gave me the “it’s not you... give me some time” text. We didn’t talk for a week. I didn’t know what I did wrong.

I messaged him yesterday asking if we could talk about what happened. He’s not very good at emotional stuff and I could tell he has his guard up 100%.

He apologized for leaving me hanging and told me that he’s not very good at having difficult conversations so he just avoids them and he apologized and said he shouldn’t of have done that.

I asked him if we could put whatever happened between us behind and start over. This is what he said ”Of course I like talking to you and i wouldn't like anything better than if we continue talking as friends but I'm not in a state where I can think about it going anywhere”
Does this mean he doesn’t want a relationship with me or does it mean that he’s just not ready?
