Yes. I have absolutely said exactly those words to female friends. More than one.
That doesn't mean your friend isn't in love with you. He may very-well be. I have no idea.
But based ONLY on this one specific thing he said... the answer is: "you can't read anything into it in terms of romantic feelings BY ITSELF" (it does mean... exactly what it means. He does feel his life is better with you in it. It's just... nothing about that BY ITSELF suggests anything about ROMANTIC interest).
In other words, don't consider this particular piece of evidence too hard. There's nothing to be gleaned from it by itself.
