Instead he replied "I'll see you day after tomorrow" and then he texted me the day after to come and see him which I did. So was he just shy to say it back or what. We were talking on call by the way.

Oh shit you were TALKING! Before that part, I was going to say that this sounds like a case of a guy forgetting to say it while writting you a written reply. That I can totally imagine happening.
But... if you were talking... that's a bit of a different story. Talking, his omission would have been GLARING. Like it's absence could not possibly be accidental. That's... like OVERTLY not saying it back. Purposefully making a point, to neglect to say the expected thing (people feel compelled to say the expected thing sometimes even when they don't mean it... simply because NOT saying it... is obvious, and says something through its omission).
In other words, he had to literally fight against all kinds of social pressure, to choose to NOT say it back. It's almost like an "automatic response" situation to say that back to someone.
I don't really know what to tell you. I guess it's possible that he was "shy" to say it back (and only if he was shy because of who could hear him on his end. Not shy in front of you). But I donno... that's kinda messed-up too? Who would he be too embarrassed to say that in front of? It's not an embarrassing thing to say.
I don't want to get in your head, and help you blow-up some minor problem into something beyond what it is. But I have a lot of trouble imagining any situation where this omission was either by accident, or was justified.
But if you've seen him since, and everything is fine, then I guess everything is fine. But... that's... weird. That doesn't compute for me. I don't understand how/why he would choose not to say it back. Sorry if I am more worry than help. But I calls 'em as I sees 'em.
Well if he didn't miss me he wouldn't make a plan to see me right? And then he himself texted me to come. Now I don't exactly where he was when he took the call so I can't comment if it was alright for him to say that in that particular place around whoever was there.
Yes. That IS all defitely right. Go based on the context. Everything else certainly points to him missing you, and not saying it. It's still weird, but you're quite right, I don't think it's anything to actually worry about.
