Confused on if he sees me more than a friend after saying “it’s like we’re made for each other” ?

Okay so some context, we’re really great friends and are scarily similar, we were joking round about nothing in particular just being silly, he then said it out of the blue, it was nice but I don’t know how he meant it, we are also friends with benefits and he mentioned not being able to partake in something like that without having them “emotions” whatever that means.
