Guy's Behavior

Guy is highly flaky and commitmentless?

Guy close friend told me to message him anytime because i was grieving. He told me he was there for me and He even helped me on that same day and sent me off the airport. But days later, when i shared my issues after and told him of my great burden, he suddenly went 360 degrees and replied late saying he was busy with work and personal issues. Although he did attempts to advise and help, i feel he got extremely pressured and started every message with sorry, i was busy.

I don't know what to say. On one hand, it was him who messaged and told me to message him anytime. On the other, it's him placing boundaries/pushing me off. I understand my problem is heavy for him to handle. But i sincerely believed when he said i could turn to him anytime, to his credit he does answer in detail and tries to help after saying he was busy but why is he like that?

He did tell me one time he has commitment issues so not sure if that is it or what.
