Why make plans and then cancel almost immediately after?

I'm in kind of a situationship with this guy. He brought up going to get food together this week on Sunday and then wouldn't make plans for the exact day. I checked in on Wednesday and he said he was still down and would let me know. Today is Thursday and he asked if I wanted to go this evening and I said yes. Then not even 30 minutes later he messages me back and asked to reschedule because he wouldn't have much time and would have to eat and leave today since he is busy. We talk all the time daily. I'm just so confused as to why he would make plans with me and then cancel soon after if he knew he was busy. Guys can you please give me some insight.

There could be a variety of reasons why someone would make plans with you and then cancel soon after. It's possible that he genuinely intended to follow through with the plans, but then had something come up at the last minute that made it difficult or impossible to meet up.
