I don't know where you heard that, but usually only players pursue. Most guys hang back hoping something will happen. Some are brave and shoot their shot, but a lot of guys nowadays suffer from low self-esteem as society sh1ts on men and boys. Then there's the shy guys that are afraid to even make eye contact.
