When I entered a shop the owner stared at me for about 10 seconds. Does this mean anything?

I'm curious about a shop owner that stared when I entered his shop for a very long time. I tried to mind my own business. He seems to enjoy teasing me a bit and is very friendly. It's a bit weird as I'm only 23 and he is easily 50. I also found out he has a wife so I now avoid this shop

I've been in the shop a few times. I wasn't showing a considerable amount of skin, had a long cardigan on and a dress that came to my knees. He also teased me when I was looking for a candle they didn't have and he said you do realise there are other shops that sell this candle, trying to poke fun a bit
