Guys can be fickle, just like girls. We just don't admit our indecisiveness. Sometimes it's shyness too though. He might be shy and afraid he'll make a fool out of himself. He might even be embarrassed if people are laughing at him about it.
When I was in high school, I had a crush on the girl next door, and my foster family found out about it, just by the way I kept walking past her house and catching a glimpse of her when she was sitting on the porch.

But yeah, sometimes it's embarrassing too.

Guys are dopes they can't express themselfs always. They get scared and nervous. Guys can be shy as well. Maybe afraid of rejection.
Or afraid to say the right thing because of the girls reaction.
