Why would a male friend who caused me tremendous grief wait an entire year to apologize?

He said 'he noticed things got weird between us (I was pissed and wouldn't let him off the hook), and he shouldn't have let that linger for so long, that he had just put it on the back burner and that he is sorry'

Just to clarify him and I worked for the same company in the same office while he continued daily to take zero accountability for his actions and only after he moved on to another job did I finally receive and apology sent to my work email. The email including the above brief acknowledgement of my obvious displeasure and that he would like to keep in touch and still be friends along with some contact information.

You ignore and gaslight my feelings for a year and only after you are no longer within arms reach I get an apology, AND you want to 'still' be friends? Hilarity.

Probably wants to be friends again. Ideally with you accepting his empty apology so he doesn't have to bother with whatever it was that he did to upset you. That would be my guess ^^
