Guys, he always looks at me but doesn't make a move. I added him on Instagram but he didn't accept nor decline it. Is he actually interested?

I've been liking this guy for a while now and he's always looking at me/catching glances and I assumed he's interested but I don't know anymore. I was too shy so I decided to add him on Instagram and see what happens. Turns out he didn't accept nor deny it which was weird because when my friend tried adding him, he declined it immediately, so I waited a few days and took back my request cuz it wasn't getting anywhere. He still looks at me and I'm starting to care less and less about him/the situation. I just wanna know why he's acting the way he is and what it really means. Any advice?
