I don’t think so. It may be that he’s already seeing some on. Definitely using them to entertain himself. Maybe he lacks the confidence to actually meet up in person to do something. A lot of men talk game online but then flake out due to lack of confidence.

You can't read to far into what he might be thinking because it depends on his intentions when he asked you for the pics in the first place. Without knowing this person no one can really tell you the answer.

Personally I think any guy asking for naughty pics rather than trying to meet and convince you to disrobe in person lacks the confidence necessary to spark a relationship in the first place and should be avoided.
