If he flirted, he must've thought you were interested. I've flirted before and had girls just give a, "thank you" but normally girls will give us a look, or try to keep the conversation going. Or at least a classic hair toss. If a girl says "thank you" like she's just trying to be nice, I don't keep trying to flirt. It would be creepy and weird to keep trying.

Maybe when he was flirting with you he didn't get any signals from you that you might be interested. Still, he should still be polite and acknowledge you by saying hi.
