He might simply be complimenting her taste in attire. But he probably also thinks that she looks good in it because of her figure. I mean, a guy wouldn't say "Nice outfit" if it was just hanging on a rack in a store. It's about how a girl looks when she's wearing it.

It’s usually both. A nice dress isn’t going to look the same on a girl who is overweight. So chances are it’s both especially if she’s got a curvaceous body. The dress may fit well to the form of her body. If it wasn’t for the curves the dress may not look as good. But at the same time there are some dudes who just like clothes in general that like what she’s wearing.

Usually both. While I might occasionally say ‘wow, cool outfit’ or whatever to a stranger when something’s really far out, you tend to notice the details more when you like someone. When a straight guy compliments you on something more subtle like, that top really brings out your eyes, he’s probably crushing on you pretty hard 😂
