LOL. No. For most guys, it's the exception rather than the rule.

Depending on the circumstances - which are different for every guy - there can be tremendous risk to pursue a woman or even show interest in her. Especially in today's super-heated political atmosphere, it simply takes one woman to blow something out of proportion and a man can lose his job (and everything that job supports, like his house, car, etc.), his family, his friends, and more.

Even without that, he has to face rejection, which is never fun to deal with, but some women are especially cruel or nasty about rejecting a man publicly, and again, you never know when that will happen to day. No one wants to go viral over something like that.

A handful of men have nearly unlimited confidence, and they'll approach a woman and think nothing of it (they often have other advantages, such as looks, status, or money to back them up), but the majority of men do not, because the few times they've taken a chance, it has gone very badly for them.

This is why guys look for signs from the girl that she is interested and would welcome his approach - and these need to be some pretty obvious signs in most cases - subtlety does NOT work. Without such signs, most men today are just walking away, even if they'd rather not do so. The risks and consequences are just too high.
