Depends on whether you can deal with it or not. That is totally up to you. If you feel that you don't get enough time then you might have to move on. Long distance relationships are hard enough as it let alone without much contact on the phone. I bet he means what he says when it doesn't mean that he doesn't like you and that he is really busy. It is just something you learn to live with or cut ties. Hard choice but nothing is going to change.
