I know the type, unfortunately too well: it means he's attracted to you but not enough to date or be in a relationship with you. Basically, he's a flirt and has no interest other than playing games or teasing you (and probably any woman that gives him an iota of attention).
Just ignore him- more than likely if you tried to date him, it wouldn't turn into anything serious as he'd keep claiming you're just "friends."
