Why didn’t he look away after I (F) caught him staring?

I caught a stranger guy staring into my eyes on the train while I was gazing the landscape. Our seats were opposite, so he sat approx. 1 m from me, so I’m sure he looked into my eyes. When I looked at him he didn’t even blink or get emberrased, he held eye contact. For me it was a bit awkward so I looked away almost immediately.

It's possible that he's just being creepy and checking you out and not caring about your comfort. It's also possible that he's just kind of spaced out and you happened to be the thing his eyes randomly focused on (especially if you're visually distinctive in some way). You should be able to get a sense of his general vibe to tell which one it is

He probably wasn't staring "at" you, if that makes any sense. Evidently there was something eye-catching about you and he was looking at you. He didn't seem to mind getting caught though, so I don't think he was necessarily focused on you.
