Is it normal? I guess. The Instict to reproduce leads men to want younger, more fertile women. Is it a good idea for either of you, probably not. This man has likely 20 to 30 years left, leaving a now 24 year old woman possibly with a child in college when she's in her 40s. He may be attractive now, but that is likely to fade fairly quickly, as is his ability to function sexually. Can it work, yes it can and does frequently, but it's not without big, foreseeable problems. Not least of which is that these older guys are often seeing much younger women as status symbols, sex objects and easily dominated servants. Caveat Emptor.

No we’ll adjust mature 48 year old would go for a 23 year old. My parents are around that age so in 6 years I’ll be 23 and they’ll be 48, so the 23 year old is literally young enough to be that persons daughter

If he's attracted- which is likely, since younger women tend to be more attractive for obvious evolutionary reasons- then yes. That doesn't mean it would work out, of course, but it's pretty normal.
