Guys, Why does my crush seem hesitant about touching but shows other signs of attraction?

My crush makes lots of prolonged eye contact and I catch him glancing at me when in a group conversation. He always stands facing his torso towards me, even when talking to someone else. I also catch him looking at my body. When talking one to one, he looked into my eyes, he kept inching closer and leaned towards me. I see him touching others, but he hasn’t done that to me. He approached me the first two times, but I feel he was waiting for me to approach me the last time. He just seems to be giving me mixed signals

Mixed signals... there's that buzz phrase again. I think the issue here is you think EVERYTHING is some sort of signal, and you think everything he says and does is about you, which it probably isn't. What have you done to show him you are interested in him?
