Is that a good sign when they stare at me like that?

My curly hair has always its own mind. It is like I never do anything about it and when I come home or I see it in public I go to fix it.

But sometimes I don't care about it all.
And I see some. men just stare at me.
I always have men stare at me and I don't know why.

Some people say it can be a good thing, and think that I look good but I don't believe that at all. It must be another reason lol.
I know people who are more attractive.

They sometimes stare, look away and stare again.
Or just keep staring. I think it's because of my hair..

What are the different stare men give? So I know what they mean by that.

It sounds like you have very attractive hair. My crush had/has the wildest and hottest curly hair I have ever seen. It was definitely one of the first things I noticed about her, but it was everything else that maintained and built my interest.
