He met her 4 weeks ago in college and they have Group assignments. I can tell that they have chemistry and that he is really attracted To her but when he thinks I’m distracted he would turn around to stare at me.
He found out that I used to have a crush on him and his friend told me he liked me back and wanted to approach me but that was about 10 months ago so I don’t think he likes me anymore if he ever did.
The girl seems to have picked up on the fact that there is or was something between us but I’m not sure how. Why would he still keep tabs on me if he is just starting to get to know a girl he really likes?
Why is this guy secretly watching me even if he is with the girl he is currently dating?

Hey that's weird. My best guess is he's just not fully over you yet even if he likes this new girl. Sometimes feelings hang around longer than we expect.
Or maybe he's just curious to see how you interact since he knows you used to be into each other. Could be trying to gauge if there's still any spark or see how jealous the new girl gets.
Either way, it's not really cool of him to be sneaking looks like that when he's with someone else. Not fair to her. And it'll probably just confuse you too.
If I were you, I'd try to distance myself a bit. Don't give him the satisfaction of catching you looking back. Act like you don't notice. That'll bug him more than anything!
And maybe have a little talk with him, just say you hope you can still be cordial but the staring's gotta stop since he's dating someone. Then the ball's in his court to get over it for real. You don't need that drama!
First of all, looking at you in class is not 'keeping tabs' on you. Second, what does him seeing someone have to do with looking at you? How do you know where he met her? Finally, what's the point of even bringing this up when he is involved with another girl?
