Stopped having sex with my boy best friend but he still stays around and is very touchy. Why does he keeps touching me even though we agreed no sex?

(Female) I have been best of friends with him for 4 years. Before that he had asked me out and I told him I was in a relationship. About a year later we met and he told me he had a girlfriend. I had broken up with my boyfriend and we became very close. We were very platonic for 3 years before we started having sex. I caught feelings for him and I decided to end our friends with benefits because he has a girlfriend and it hurts me. I tried 2 times to end it before and it’ll always lead to us going back to it again. This time around I was very serious about it. This is the longest we’ve stayed not having sex but every time he is around me he keeps touching me sexually like smacking and squeezing my butt or playing with my boobs. Had to tell him to stop several times but he’ll do it again as soon as I forget about it for a while. He’ll get jealous when I mention other guys, sometimes will ask me out like hanging out but I ways refuse ever since we became friends with benefits. He also looks like he loves his girlfriend and that their sexual life looks great, because he always tells me she never says no to him and she’s good in bed. My question is does he really love me? Or is he just interested in the friends with benefits part of our relationship.
