Why he always already staring at me before I caught him?

Question

He look at me everyday like this with a normal face but dont look away until i do.
He was always supportive, protective, kind and caring towards me after i always ignore him.
He sometime smiles but i dont, once he was staring at me whith a smile i ask what? he nodded as nothing and continue to stare with his smile , at last i ignore him.
We had minor argument it was the first time he loudly and rudely talk to me but i apologize cauz dont like to hurt someone and he also give death glare to me after that for 2days he just say no need to sorry i didn't mind its ok in soft and little teasing tone with smile.After that he again become polite as before.
I dont talk to boys uselessly with other girls so he only talk to me for notes few times he always talk in soft and low tone with me.
He teases other girls and talk to them sometime loudly but never tease me and look at me while teasing other girls with a smile always.
Once we bump i was in hurry and hurt to but we both say sorry simultaniously (He only look at my eyes while apologize) after sometime he come and ask are u hurt much? i just nodded as no than he went from there.
Once i was anchoring the teachers day event i wear just a casual short kurti with jeans, without makeup, and a small crystal tops earring and simple ponytail (which i do everyday) Other girl who participate wear makeup i look simple in comparison with all of them but I caught him staring at me again and again only. When i and my friend was backstage he was also sitting there with his friends , his friends were busy in talking and he only stare at my face with a smile only. He sit little far then me. I ignore him but when i turn my head to check he was staring already like that.
I want to know what he want or show to me. Is he doing all this in purpose?
he was extrovert, outspoken so if he have anything to say why he didn't?

I was bit irritated by his behaviour if he want tell just tell it clearly.

Oh girl, we all girls are in same boat. Guys are just like this. They behave like this with each and every girl. Until they don't get her. Make sure be careful young lady! Focus on your dreams. There was a guy who used to do this with me also staring and all. I got to know he is trying on every other girl. You will get anyone of your choice. If you like him, please don't be first one to confess. Let you make him jealous by talking to others and know. But I would suggest you that don't rush things out. You will be the one who will be heartbroken if he is doing the same like other guys. Don't develop feeling in your little heart.
