What should I do about a neighbor who makes me uncomfortable? He’s awkward and stares at me creepily almost like Ted Bundy?

Ok jokes aside, but I get a REALLY off feeling when I’m around this neighbor. He hasn’t done anything actually horrible but his energy is extremelyyyyy off putting. I can’t tell you what it is. When I first moved in and as I’ve lived here for a few years I’d catch him staring at me at the elevator - I’d look up and he’d stare straight at me like prey. I’m not imagining this cuz there’s no one else around and it’s a boring hallway. He’s married so I didn’t take it as romantic interest. I kid you not he looks like Ted Bundy but more pulled together than him. He’s also sometimes a little rude. He can tell I’m running for the elevator and once I had a suitcase and he didn’t even try to hold it for me or anything.
Between the staring and energy from him I don’t get much else. I try avoiding him but it’s a little hard as we’re in close proximity. Should I tell my building manager?
