I’m seeing this guy and he’s very sweet and shows consistency in his actions so I do think he likes me but he never really makes flirty comments or never teases me or anything. Always plays it very safe. I also always have to show him signs of interest only then he does so too. What can I do to make him more comfortable so that he breaks out of his shell?

He isn't confident when it comes to women. Take the lead on flirting and do what you can to boost his confidence. More compliments and things that make him feel wanted/needed.
