What do you think of someone who essentially offers you a job over the phone but doesn't respond afterwards?

Mind you I don't think the person on the phone was all that intelligent. Didn't sound it.

But I happen to know the business owner - I worked with them out of college & did a fantastic job in a lower managerial role of a law firm office - so it stands to reason that they'd decide to hire me for this listed position. And that's what was implied on the phone - I was asked to wait until they were opening their second office completely & was I okay with that (yes), was I okay with the salary (yes), was I okay with the hours (yes).

I've emailed the man who was on the phone twice now however, and not one response back.

What do you think of someone who essentially offers you a job over the phone but doesn't respond afterwards?
