I am trying online dating apps because where I live drug abuse, alcholism, etc. is very rampant and not being local it's not like I'm interested in men who are abusers, etc.

I gave one guy after chatting for a bit my number. He randomly phones me during work hours not once but twice. Doesn't text first, just phones. Both times.
Anyway I text, confirm who he is and say sorry you know I can't answer the phone I'm in the middle of the clinic. He asks if I'm alright & I respond sure I am, I manage the clinic.
He just goes hmmm to this to which I send two question marks (?) right after. Not even a minute after his text. No response.
No 45 minutes later he responses to the question marks and says "sorry I'm working, I'll call you later".
The comicality is before I said I manage the clinic - when he thought I was just a patient - he wrote "call me after".
...
I've blocked the guy. Obviously he's an imbecile.
But his behavior struck me as incredibly rude & ignorant.

It is generally considered rude to call someone during work hours without prior arrangement, especially if the person is not expecting your call. It is also impolite to ignore someone's request to clarify or to dismiss their professional responsibilities.
In your situation, it is understandable that you couldn't answer the phone because you were working. You were professional in your response and even tried to clarify the situation. The fact that the person ignored your request and took 45 minutes to respond to your question marks shows a lack of respect for your time and boundaries.
It is up to you to decide whether or not to continue interacting with this person, but blocking them was a reasonable decision given their behavior.
