Yeah that’s a flirtatious comment, so I say he DOES like you, and if he didn’t or “chickened out,” you could say it was a flirtatious comment. Since it seems 50/50 with genuine and “game.” I don’t know his intentions like if he takes your seriously or LIKES you, or if he just likes you on a basic and physical level only which may mean short term only.
