Why do they think it's necessary?
Personally, I think it’s the clumsy and sophomoric behavior of boys & men too unsure of themselves to simply approach a girl they find pretty and speak to her. This could be because they are full of self-doubt, believe she’s too far out of their league, or just don’t have the social security & confidence to do so. A self-actualized and self-aware man can usually approach a girl he’s interested in and have a conversation (or at least try).
Mind you, there are a small number of women (I have personally met a few) who don’t find the catcalls offensive or upsetting. So long as they don’t cross a line into disrespectful or vulgar they don’t mind. A couple have even said they liked that they could generate a reaction from men by their presence.
I’ve never been a woman or catcalled so what do I really know, in the end.

We don't do that here in Japan.
I had some foreign friends who thought we did because men do approach women on the streets sometimes in areas like Shibuya and Shinjuku, but those men weren't catcalling. They were trying to hire women to work for their business.
We just don't have this culture here. That's something I think is more common in America.
