Every time we see each other, he tells me he like my bottom lip as if he was trying to say something without saying it.

We have an open relationship, meaning we don’t see that often and he has someone else. His girl did her lips now so … I don’t get it

What do you mean "did her lips"? Like with filler? Perhaps he's just comparing your lips to hers, then. I have a friend who went out with a girl who got filler in her lips and he was so upset that when he went to kiss her the lips felt weird. He told me it felt like kissing a rubber tire... I always think of that story when someone tells me they're thinking of having something done...

So perhaps he kissed her and was disappointed...
