Why would a guy always stand near you but ignores you?

This guy from my class is always around me, but I feel like he is avoiding direct eye contact and talking to me. For example today he came randomly just to stand next to me.

A guy did the same but I ignored eye contact with him since he was always giving me a deep smile which always made me get feelings of love and made me uncomfortable as he was too sweet from the beginning. I was interested in him too but was shy

Do something to prove it. Touch his hand or shoulder slightly in a descret way to see if he follows you or avoids you start a conversation and then tell him something about his hands and touch slightly
